The average federal contract gets far less attention from Contracts professionals than it did five years ago. That’s because Contract headcount fell by more than half between 2008 and 2011 and companies remain very reluctant to add back indirect headcount. Meanwhile, the combination of active and new contracts has remained steady or grown for most companies.[1]

Short staffing in contracts is very often both exacerbated by—and invisible to—senior executives. That’s because when senior executives ask for ad hoc reports, Contracts professionals drop everything to get executives what they seek.
